Where are the extra 15 point attribute quests in Factions?

Both missions have to be completed on the island before you can get them.

Kinda. Each mission gives access to one of the quests. The first is accessable in the town you end up in after the first mission (but you don't have to have done the second mission to do it). Similarly, after you do the second mission, the town you are placed in has the second quest.
